The paper was presented at an international workshop organized by the Human Development Network in Islamabad. The development discourse moved from social safety nets to social protection and elements of human security was getting repackaged distancing from old concerns raised during late 1980’s and early 1990’s. The paper relies on common sense economic reasoning to make a case for looking deep into costs of association to reduce sum of individual costs in the absence of association.
