During 1999-2003, there had been renewed attention to the issue of gas export. The exchanges often got passionate and very little clarifications were provided by those in negotiating deals. Yet the time and ‘ignorance’ allowed open exchanges to some degree. The paper’s basic argument: all decisions on procurement and sales by a single representative of the country ought to have declared ceiling and floor prices respectively. It was published 2 to 3 months after its submission – unfortunately, an original print could not be availed.
